In view of rampantly rising levels of
corruption in Fiji, adversely affecting every facet of peoples' lives in
Fiji, this House calls upon the Government in the interest of good
governance, to appoint a Judicial Commission of Inquiry to look into the
laws relating to bribery and corruption in both public and private
sectors. |

(1) This House recognizing the deepening
poverty in the country, which is severely affecting the poor families in
meeting the educational needs of their children urges that;
a) the government restore retrospective to January 2002
the secondary school per capita grant to $14.00 -$18.00 which it had
reduced to $7.00 -$9.00 in the 2000 Mini Budget; and
b) the government extend its text book grant for 2002 to
all the poor children irrespective of their race. |

This House recognizing the immense
socio-economic contribution of the Fiji National Provident Fund makes to
the welfare of the workers of Fiji in particular, and to national
development generally agrees that Government appoints suitably qualified
persons to carry out evaluations and a review of the investments polices
and portfolios of the Fund, with a view to determine:
§ Whether acceptable levels of returns are being
received from the Funds real estate investments;
§ Whether the Funds exposure as a major lender to
government/statutory bodies and public corporation
should be controlled through maximum limits being placed on such lending
to avoid undue risk;
§ Whether the Funds investments in stock, shares and
other commercial instruments are returning acceptable rates of dividends
and are relatively free from exposure to risks likely to result in losses;
and that the evaluation and review report be presented to this House no
later than 31 April 2003.

In view of the current level of economic
hardship in Fiji, and the unattractive quality and scope of services
provided by the commercial banks and other licensed credit institution,
such as:
§ High interest rate charges on personal loans, housing
loans, commercial loans and other credit facilities.
§ High service and adminstration fees charged by
commercial banks and other credit institution;
§ Other hidden charges levied by these banking and
credit institutions, including all commercial banks and credit
institutions,
this House calls upon the Government to regulate the
schedule of fees and charges levied to clients by licensed financial
institutions, including all commercial banks and credit institutions.

In view of the high level of dissatisfaction
expressed by both residential and business subscribers over the quality of
telecommunications services in Fiji, including exorbitant call and other
charges imposed by the current monopolies and in view of the fact that,
technological development and market penetration of Fiji's
telecommunications sector is well below acceptable levels, this House
calls for an urgent review of telecommunication policy of granting
'Exclusive Rights', provided in the 25-year licences granted to Telecom
Fiji, FINTEL & Vodafone for the provision of telecommunications
services thus, restricting the much needed competition and free enterprise
through which significant reductions in domestic, international and
cellular rates and charges can be offered to subscribers apart from
benefits that will accrue through the development and use of advance
telecommunications technology. |

In view of the need for major upgrading and
development of infrastructure and civic amenities in the newly constructed
municipality of Nasinu and recognizing that a majority of ratepayers in
Nasinu are low income earners who can ill - afford the payment of rates,
this House calls upon the government to make special annual grant of $1
million to the Nasinu Town Council for the next five years. |

That this House urges the government to
appoint a special bi-partisan committee to deliberate on all matters
relating to the working of a multi-party Government as provided for in the
Constitution.
That such a committee be adequately staffed and
resourced to enable the committee to procure expert advice, seek a
facilitator, undertake travel to countries where such systems are in use
and or have been tried.
That the Government shall first seek funding for the
operation of this committee from a donor country. If no such assistance is
forthcoming, the Government shall allocate separate funding to the
Parliament for this purpose.

That in view of
(a) the longstanding industrial strife, poor conditions of employment, and
gender discrimination afflicting the 800 indigenous women workers at the
Government owned tuna cannery at Levuka, known as PAFCO, and
(b) other problems in the industry, including the concerns of traditional
qoliqoli owners
that this House resolves:
(1) to establish a Senate ad hoc Committee to investigate these problems;
(1) to make appropriate recommendations for their speedy resolution; and
specially
to recommend guidelines for a code of conduct for this government-owned
company, designed to help bring about greater equity, industrial harmony,
and the long term sustainability of the industry |

Government to take immediate steps to review
the Land Transport Act (Act No. 35 of 1998)

In view of pressing situation created by the
illegal actions of some landowners in blocking a government road to Nabitu
on the east bank Sigatoka River, this House calls on the government to
immediately address this issue, given the fact that firstly the actions of
landowners are illegal and secondly this blockade severely affects and
discriminate adversely on the lives of the people, of the said Nabitu
settlement.

The Government urgently implements policy
measures to ensure that the state provides for fully equipped facilities
and manpower for search and rescue operations in view of several
incidences that have occur in Fiji Waters in the past and to avoid any
future mishaps such as the recent incident of National Rugby Hero, the
late Mr Aminiasi Naituiyaga.

facilities at major hospitals."

The plight of 1000 rice farmers in Dreketi
and Bua in view of the sudden reduction in the price of the paddy from
$530 per ton to $450 per ton. |

The House notes that a significant number of
displaced farmers have settled, and are continuing to settle, in the
Nasinu Laucala corridor as squatters. The House further notes that the
displaced farmers are faced with serious social and economic hardship
including arranging placements for their children in schools. The House
calls on the Government to provide financial and other assistance to the
displaced farmers settling in Nasinu and take special measures to expand
the availability of places in schools through special grants for
classrooms and furniture. |

In view of unwarranted delay in hearing of
the Appeal against recent bus fare hike, this House raises concern and
directs the Lands Transport Authority to urgently convene the Land
Transport Tribunal to deliberate on the appeal. This House further calls
on the Minister to withdraw the recent 5% bus fare increase until the
Tribunal resolves the matter. |

and slaughtering in the Sabeto area by unknown hooligans and failure on
the part of the police to combat the situation, this House calls on the
Minister for Home & Immigration to immediately institute special
investigation and deploy adequate police manpower, equipment and other
resources so as to ensure effective investigation and policing in the
concerned area. |

since last 2 months. |

works programme for Ba districts including the areas highlighted above. |

failure to upgrade the pathetic condition of PWD maintained roads such as
the Vuda Back Road, Buabua Road, Vaivai Road, Saru/Natabua Roads, Navula

calls on the Minister for Works to urgently carry out necessary
maintenance on the above roads. |

This House notes that prolonged drought
conditions prevalent
throughout the country have caused substantial decline in agricultural
production resulting in severe financial hardship to the rural
communities, in particular to farmers and agricultural workers, and calls
on the government to consider specific relief measures as follows:
· payment of an appropriate cash grant to the affected farmers and
agricultural workers to assist them with their essential living expenses
put in place a crop rehabilitation programme to provide farm inputs such
as fertilisers, weedicides, seedlings etc and the cost of land preparation
for the next season's crop |

concerned residents over frequent water disruptions
(ii) investigate the complaints of muddy water being supplied to the
residents of Cunningham an other areas
(iii) carry our urgent maintenance of the water mains where there are

In view of extensive damage caused by Cyclone
Ami to the Northern Division, particularly Labasa, Savusavu, Taveuni,
Lomaiviti, Lau and other maritime areas, this House calls on the
Government to ;
a) present its survey report to the House on the extent
of damage to homes, farm-crops, and properties suffered by the victims of
flood/cyclone;
b) investigate the delay as well as allegation of racial-discrimination
over the supply of emergency food rations in Vanua Levu;
c) provide special relief assistance/grant for housing, education, crop
rehabilitation and other needs of the affected families;
d) supply food ration for the affected families for the next six months;
and
e) appoint a bi-partisan special committee of the House to monitor relief
assistance and make appropriate recommendation to deal with similar
disasters in the future.

In view of the illegal actions taken by some
landowners (prompted by an unknown consultant), to evict tenants occupying
Schedule A land in Togobula/ Cadaver settlement in Lomaiwai, Nadroga, this
House raises serious concern over governments failure to put up with its
undertaking in Parliament with regard to the protection of tenants after
the transfer of Schedule A and B lands, and this House further calls on
the Government to urgently look into the plight of tenants of (Crown
Schedule A & B) and provide appropriate security, safety relief,
assistance and compensation to affected tenants of the said settlement.

crimes, lawlessness and Government's apparent inability to address this

the poor performance of the Fiji Police Force. Such inquiry to also
ascertain the performance of all officers in the force including the

- Is it true that over 470 passengers were forced to
remain inside two Aircraft for over an hour at Nadi International Airport
on Monday the 9th of June 2003 because there was no electricity to engage
the Aerobridge to disembark the passengers?
- Is it true the Nadi International Airport was left in
darkness from 11am on Monday June 9, 2003 until early Tuesday June 10,
2003 morning?
- If it is true what was the cause of the Electricity
failure, when Airport Fiji Limited have their own resources and a back-up
generator to automatically switch on the electricity supply to provide
critical essential services at Nadi International Airport on a continuous
basis?
- What alternative steps and other necessary actions
does the minister intend to ensure that there is no recurrence of
electricity failure at Nadi International Airport to guarantee that
passengers do not face any such inconvenience in the future?

Would the Prime Minister clarify what was his
intent in the statement when he said in Fijian that:
- The Fiji Constitution provisions on the Multi Party
Cabinet are unworkable and must be changed
- Despite being overruled by the High Court, Appeal
Court and Supreme Court on the inclusion of the Fiji Labour Party in the
cabinet, he will never agree in his belief that he was wrong in excluding
FLP from his cabinet
- The judges can be wrong or mistaken in their judgement
- Fijians should not worry about the participation of
the 14 FLP Ministers in Cabinet because he has assigned them small and
unimportant Ministries
- How would the Prime Minster explain his statement in
response to a question that the Prime Minister's offer of 14 seats is but
a trap to snare FLP members in the Cabinet in order to get them to agree
to amendments to the present Constitution and ALTA legislation and then to
sack them if they vote against the amendments in the House
- Is the Prime Minister's talk in Fijian compatible with
good faith negotiation that he is required both by the Constitution and
Supreme Court judgement to be engaged in?
- Does the Prime Minister believe that these actions and
statements are consistent with his public declarations to the nation and
the international community that he would abide by the Supreme Court's
Judgement?

Could the Attorney General kindly advise the
House on the following:
- Can he please explain why the Duavata Initiative Ltd (DIL)
is registered undr the Companies Act, and allowed to trade commercially,
if it is only meant to facilitate the establishment of a Trust Fund? Why
is it not registered under the Charitable Trust Act?
- Can he inform that neither the Prime Minister nor any
of his ministerial colleagues will receive a director's fee or any other
form of remuneration, whether directly or indirectly, from the DIL?
- Has the DIL received any financial contributions to
date?
- Is it true that a sum of approximately $400,000
has been paid, or is about to be paid, to the DIL, by certain individuals
or their business company/companies?
- If so, who will be the beneficiaries of this
money, and what is its purpose?
- Is the SDL Party a beneficiary of this money or any
other money paid to the DIL?
- Does the Hon. Attorney General agree that since the
Cabinet is directly involved in the DIL, and the DIL is therefore
effectively a government company, that all proceeds raised by the company
should be directed to the Consolidated Fund, for use by the general
public, rather than by the SDL Party or any other private beneficiary?
